In an unexpected turn of events during the autumn of 2022, an order from Elon Musk resulted in the disruption of essential satellite internet service in Ukraine, which coincided with a pivotal Ukrainian counteroffensive against Russian forces. A new investigation by Reuters has uncovered details about how Musk instructed SpaceX engineers to disable Starlink services over specific regions of Ukraine, affecting military operations during a crucial period.
According to individuals familiar with the situation, Musk directed a senior SpaceX engineer to turn off satellite coverage in areas including Kherson, a strategically significant region near the Black Sea. The directive led to the deactivation of at least 100 Starlink terminals, plunging operations in those areas into darkness on the company’s internal monitoring system. The move caught Ukrainian military personnel off-guard, triggering immediate communication failures across the battlefield, as surveillance drones lost connectivity and artillery coordination faltered.
The impact of this service interruption was significant. Ukrainian forces reportedly struggled to enact their strategic plans, specifically in their efforts to encircle Russian positions in the town of Beryslav. According to a Ukrainian military official, “The encirclement stalled entirely. It failed.” Despite later victories in reclaiming Beryslav and other occupied territories, the importance of Musk’s decision is underscored, marking a historical instance of a private individual affecting military operations via technological control.
Even more concerning is how Musk's actions contradict his earlier claims about Starlink's role in the conflict. In March, he stated on X, “We would never do such a thing,” regarding the provision and operational integrity of Starlink in Ukraine. Following the investigation, SpaceX responded to claims of inaccuracy but did not specify which elements of the report were incorrect. A spokesperson reiterated, “Starlink is fully committed to providing service to Ukraine,” without addressing specific inquiries about the disabling incident.
